台北市長柯文哲行事作風帶給人「柯政猛於虎」印象，市府甚至接連爆出離職潮，議員吳思瑤昨指出，柯市府第一季離職人數與前市長郝龍斌時代同期相較，郝比柯多48人，她要替柯文哲平反，指她應該是隻「可愛的兔子」，質疑其中可能有黑數。
北市府爆離職潮，外界都說是因「柯政猛於虎」，吳思瑤調閱資料發現，2015年第一季1至3月退休及轉至其他單位的離職人數共486人，而郝市府去年1至3月為534人，柯市府離職人數比郝還少。
據資料顯示，柯市府今年第一季離職排行榜第1名警察局109人、第2名衛生局47人、第3名是工務局35人、第4名財政局28人、第5名教育局24人，離職人數不包含約聘雇人員、台北捷運公司及各級學校機關。
另外，吳思瑤也比較加班時間，柯文哲上任以來每天嗡嗡嗡，經統計，每月所有局處平均加班時數為6.25小時，比郝市府去年每月6.47小時還要低。
人事處長懷敘指出，從柯市府離職人數與郝市府同期比較，異動情形不高，公務員要辦理退休需在3個月前提出、報銓敘部核定，若要調職，也須視其他單位有缺額才請調。
